POSITION DESCRIPTION
The Claims Representative 2 is a senior level claims staff member, with experience in handling complex general liability, public officials’ liability, law enforcement liability, auto liability and property claims for members of CCAP’s Pennsylvania Counties Risk Pool (PCoRP).

This position signifies the claims representative is handling all types of claims including the most complex, catastrophic and costly. This includes claims requiring written reports to reinsurers, attendance at mediation and settlement conferences, and trials. In general, staff in this position will have four or more years claims experience inside and outside of CCAP.

This position is eligible for telework pursuant to CCAP’s telework policy, subject to exceptions noted below.


RESPONSIBILITIES
 
  • Performs work on all manner of claims with moderate supervision and reports directly to the Claims Supervisor, as designated, for general direction, settlement authority and work evaluations.
  • Moderate supervision on all litigation files and excess reportable files.
  • Investigation, evaluation, reserving, expense control, vendor monitoring, litigation management and resolution of all types of PCoRP claims.
  • Handles catastrophic loss claims, with moderate supervision by the Claims Supervisor or Claims Director.
  • Works with PCoRP defense counsel to determine budget, strategy and other options for claims.
  • Communicates with PCoRP members about claims settlements.
  • Provides reports, as per the reinsurer’s guidelines, to PCoRP reinsurers. Answers questions and reviews reserves with reinsurers as appropriate.
  • Provides information to members, producers and others regarding coverage, claim status and procedures of those claims that are assigned to them.
  • Investigate and evaluate applicable PCoRP coverages.
  • Exercises proper judgment and decision making to analyze the claim exposure, to determine the proper course of action and to appropriately settle the claim.
  • Clearly communicates concise action plans, and present plans for moving cases to conclusion.
  • Responsible for follow-up with investigators and defense counsel to achieve successful resolution of claims.
  • Advises management of potential areas of improvement for Risk Control.
  • Is able to handle a full case load, with proven ability to handle cases of increased severity.
  • Must be able to handle confidential information in a mature and professional manner while using sound judgement discretion in processing claims.
  • Participates in training events for PCoRP members, including making presentations.
  • Prepares and performs member claims review visits with PCoRP Members.
  • Oversight of special projects as assigned by the Claims Supervisor or Claims Director.
  • Assist with training of new claims representatives. 
  • Provides support for all general operations of CCAP including but not limited to: assisting with mailings, attendance and assistance at trainings, attendance at board and committee meetings, preparation of board reports, provision of articles for the insurance programs newsletter, and other duties as assigned.
  • Participate in the short- and long-range planning for the CCAP Claims Unit as well as the CCAP Insurance Department. 


QUALIFICATIONS
 
  • Knowledge of legal liability, general insurance policy coverage, Medicare Section 111 Reporting and Governmental Tort Immunity.
  • A college degree in business, insurance or related fields is desired or four or more years of related work experience as a multi-line claims adjuster or representative.
  • Ability to evaluate injury exposures.
  • Prior experience managing litigated general liability claims.
  • Strong communication and written skills are essential.
  • Familiarity with a computer claims management system or Windows based programs is required.
  • Independent decision making, problem solving and negotiation capabilities.
  • Teamwork, communication and customer service skills.
  • SCLA designation desired.
  • Must have a valid driver’s license and acceptable MVR.


REQUIRED SKILLS AND KNOWLEDGE
 
  • Excellent verbal and written communication skills
  • Computer literate with capability in email, MS Office, databases and related business and communication tools, including a claims management system
  • Ability to analyze information and make sound decisions with excellent problem-solving skills
  • Attention to detail and the ability to accurately follow instructions with minimal oversight
  • Strong organizational and time management skills, with the ability to deliver within established deadlines
  • A committed focus to providing excellent customer service internally and externally
  • The ability to conduct oneself professionally and represent the Association favorably


ESSENTIAL PHYSICAL REQUIREMENTS
 
  • Keeping a work schedule within the standard office hours of the Association, with the majority of time being in the 8:30 a.m. to 4:30 p.m. range.
  • Travel to claims mediations and settlement conferences, member claims reviews, CCAP trainings, member visits, new business proposal presentations, and board meetings will be required.
  • The position may require standing or sitting for extended periods of time and the ability to operate computer equipment essential to the completion of the position's responsibilities

For the purposes of the Fair Labor Standards Act this position is an exempt position.
