Board of Assessment Appeal Training (as required by Act 155 of 2018)

The updated Board of Assessment Appeal trainings sponsored by the County Commissioners Association of Pennsylvania (CCAP) in cooperation with the Assessors’ Association of Pennsylvania (AAP) is now available as live, virtual trainings this December with the updated online on demand component coming in January 2024. This training program for all board of assessment appeals/revision, exemption and auxiliary board members will satisfy the requirements of Act 155 of 2018 which requires all members of these boards to complete training to continue to hear county property tax assessment appeals. Training Requirements

Board of Assessment Appeal/Revision Members and Exemption Board Members - All board of assessment appeal/revision and exemption board members are required to take all three training modules. Modules do not need to be taken in order.

Auxiliary Appeal Board Members - All auxiliary board members are required to take only Modules 1 and 2. Modules do not need to be taken in order.

For any newly elected commissioners/council members - If your county’s board of commissioners/council members usually serve as the appeal board for your county, you can take these classes before you take office in January 2024. Anyone appointed to these boards will have six months from the time of their appointment to complete the training.

CCAP and AAP will be holding the following required courses in December via Zoom:

December 6 -- Module 2 Legal and Constitutional Issues Relating to the Assessment Process

December 7 -- Module 1 Assessment Valuations Process

December 14 -- Module 3 Real Estate Tax Exemptions

Each county assessment office will be responsible for making sure that each board of assessment appeal/revision, exemption and auxiliary board member completes the necessary training. Completion certificates will be issued by CCAP to the county assessment office.

Online On Demand Training in January 2024

By late January 2024, all three modules will be offered online on demand. Information on those classes will be shared in early 2024. Each board member completing the online on demand modules will receive a completion certificate for each module.

Each training module is $20 per module. You can register online by credit card or send a copy of your class confirmation along with your check made payable to CCAP to “BOAA Training”, PO Box 60769, Harrisburg, PA 17106. 

All registrants will receive the Zoom links for the modules by email closer to the December class dates; the email will also include links to all training reference materials.

We encourage all board members to watch the training modules along with your chief assessor or someone from the county assessment office. If your county is planning to have multiple board members take the modules together, please have your chief assessor register everyone online. Each board member will need to be registered individually. After the training modules have been completed and verified by the county assessment office, certificates of completion will be sent to your county’s assessment office.
