PAY RANGE: $61,006.40 per year to $72,800.00 per year, Salary commensurate with experience. HOURS WORKED: 8:00 a.m. – 4:00 p.m.

A. EDUCATION/TRAINING: A Bachelor’s Degree in Criminal Justice, Public Administration, Behavioral Sciences or closely related field, or equivalent training and experience is preferred. First Aid and CPR required.

B. WORK EXPERIENCE: 4 years working experience in Criminal Justice, preferably in a correctional institution, including 2 years at the supervisory level. Significant experience as an executive level manager in a “direct supervision” correctional facility is preferred. Master’s degree a plus. Years of experience may be considered in lieu of degree preferred.

OVERALL OBJECTIVE OF JOB: The primary purpose of this position is to plan, organize, develop and direct the overall operation of the Carbon County Correctional Facility in accordance with federal, state, and local standards, guidelines and regulations governing the County of Carbon, and as directed by the Prison Board. Work involves the responsibility for planning and supervising the work of employees engaged in the operation of the county prison. Emphasis is on the maintenance of security within the institution and the responsibility for the health and safety of staff, visitors, and incarcerated persons.

  1. Plans, develops, organizes, implements, evaluates and directs the Carbon County Correctional Facility, its programs and activities.
  2. Makes recommendations to the Prison Board and County Commissioners regarding the hiring and dismissal of department personnel when necessary, documenting and coordinating such action with the Human Resources Department.
  3. Delegates administrative authority, responsibility, and accountability to other department personnel as deemed necessary to perform their assigned duties.
  4. Counsel/discipline department personnel when necessary, documenting and coordinating such action with the Human Resources Department and/or County Administrator.
  5. Ensures compliance with and implementation of County policies and procedures.
  6. Directs the continuing operation of the County Prison (Carbon County Correctional Facility); develops internal policies and regulations for review by the Prison Board; implements approved practices and procedures.
  7. Assigns and reviews the work of subordinate staff members.
  8. Compiles data for and prepares preliminary budget figures; prepares justification for needed increases; requests adjustments in budget as needs require; oversees all expenditures; approves all invoices for payment.
  9. Inspects facility regularly to ascertain employee and inmate observance of policies and regulations.
  10. Provides reports as required.
  11. Keeps the Prison Board and County Commissioners informed of all developments and changes in prison operation.
  12. Communicates with inmates to discuss food, living conditions, or personal problems, and oversees accounting of inmate funds.
  13. Attends and presents a facility status report at the monthly Prison Board meeting.
  14. Discusses inmate problems with attorneys, judges, and interested agencies such as health, psychiatry, religious, civic and police groups.
  15. Maintains contacts with local, County, State, and Federal correctional office officials.
  16. Ensures proper training is provided for all new and existing employees and evaluates their performance annually or on an as needed basis.
  17. Maintains proper and professional supervision of all prison personnel.

  5. Must possess ability to maintain confidentiality in regard to inmate and County information and records.
  6. Must possess the ability to make independent decisions when circumstances warrant such action.
  7. Must possess a thorough knowledge of the County and Prison policies and procedures and operation and the ability to apply same to job duties.
  8. Must possess a technical knowledge of the legal standards and regulations governing the security and operation at a correctional institution.
  9. Must possess some knowledge of principles and practices of effective supervision.
  10. Must possess the ability to assign and review work of subordinates.
  11. Must possess knowledge of behavior patterns of inmates and ability to respond in appropriate and correct manner.
  12. Must possess excellent analytical ability and be able to develop and implement policies and procedures for maximum prison efficiency and safety.
  13. Must possess excellent time management and organizational skills.

  1. Must possess ability to record, convey and present information, explain procedures and follow instructions.
  2. Must be able to sit for long periods of time throughout the workday, with frequent standing, walking and occasional twisting, reaching, climbing, pulling and pushing required for obtaining files, doing inspections or other job duties.
  3. Dexterity requirements include simple movements of fingers/hands; feet/legs; torso necessary to carry out job duties.
  4. Sedentary work, with occasional lifting/carrying of objects with weight of ten pounds.
  5. Must be able to cope with the physical and mental stress of the position.
  6. Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.
  7. Must be able to pay close attention to details and concentrate on work.
