Municipal Solid Waste Disposal Capacity Assurance
The Franklin County Board of Commissioners through the Franklin County Planning Commission is accepting qualifications for the disposal of municipal solid waste generated within the County of Franklin. Through this Request for Qualifications, the County will select the disposal facilities and method of disposal to ensure disposal capacity in accordance with the provision of the Pennsylvania Municipal Waste Planning, Recycling, and Waste Reduction Act of 1988, 53 P.S. § 4000.101, et seq. (“Act 101”). Act 101 mandates that each County must have secured disposal capacity for the municipal waste generated within its boundaries for a period of ten years. Those facilities entering into agreement with the County for secured capacity will be designated in the Municipal Solid Waste Management Plan of Franklin County.
Owners of processing or disposal facilities desiring to use those facilities to process or dispose municipal solid waste generated within Franklin County must respond to this RFQ with a separate proposal for each such facility by the appropriate deadline, including submission of an executed Municipal Waste Disposal Capacity Assurance Agreement.
Pre-Bid Conference
An optional virtual Pre-Submission Conference will be held June 20, 2025 at 2 pm EST.
Deadline For Bids
Sealed responses are due July 7, 2025, on or before 3 pm EST. To qualify for consideration, one original and one electronic copy of the qualifications are to be submitted to:

The outside of each sealed envelope must be marked “Qualification – Disposal Capacity”. One copy of the qualifications document must be clearly marked as the original and contain the original forms, the municipal solid waste disposal capacity agreement and cover letter.
