Job Summary:

To gather data and make determinations as to base year value and to perform specialized assessments in residential and commercial/industrial properties in Cumberland County.

Essential Job Functions: 

  • Conducts on site property inspections of residential, commercial, industrial, exempt construction and improvements made to existing properties as a follow up to building permits, subdivision and appeals and update the CAMA system with new data.
  • Review deed outliers.
  • Appraise all properties at base year value.
  • Research, verify, validate, and record ownership changes to all real estate tax parcels.
  • Conduct annual inspections of all C&G & Farmland Preservation properties.
  • Processes all deeds and address changes into CAMA data base.
  • Represents the Assessment office before the Board of Assessment Appeals.
  • Posts properties for Tax Claims.
  • Analyze sales and market data including income and expense ratios.
  • Respond to inquiries in a timely, courteous, and knowledgeable manner.
  • Assists staff members with related job duties.
  • Assists in training of new staff members.
  • Performs other job-related duties as required.
  • Attends training, in-services or seminars as required to maintain Certified Pennsylvania Evaluation (CPE).

Minimum Requirements to Perform the Work: 

Education:

  • High school diploma or equivalency, plus some training in real estate/appraisal or property taxes and some computer training required.
  • Certified Pennsylvania Evaluation (CPE) certification preferred or must initiate the testing within 2 years of employment.  Successful completion of the CPE testing/certification must be completed within 3 years of employment.   
  • Valid PA driver’s license required.
  • Use of personal car is required; mileage is reimbursed according to IRS regulations.

 

Work Experience:

  • 3-4 years working experience in real estate, tax assessment preferred.
  • Knowledge of new and existing PA Tax Assessment laws and regulations, preferred.
