Position Description:

The Payroll and Benefits Specialist is responsible for payroll and benefits administration, ensuring accuracy, compliance, and positive employee experience, while supporting staff and advancing the CCAP’s mission through efficient HR and payroll systems. This role requires strong attention to detail, the ability to handle confidential information.

This position reports to the Chief Financial Officer and maintains a dotted-line reporting relationship with the HR Manager. The Payroll and Benefits Specialist performs most responsibilities with moderate supervision and collaborates regularly with both departments.

Key Responsibilities
Payroll Administration
  • Process biweekly payrolls for all employees, ensuring accuracy and timeliness.
  • Maintain payroll records including earnings, deductions, taxes, and adjustments.
  • Review and verify payroll changes.
  • Coordinate payroll updates such as new hires, terminations, salary adjustments, and bonuses.
  • Ensure compliance with federal, state, and local payroll regulations.
  • Prepare and distribute payroll reports for accounting and leadership.
  • Coordinate with the Finance team to reconcile payroll and general ledger entries.
Benefits Administration
  • Administer employee benefits programs including health, dental, vision, retirement plans, life insurance, and other voluntary benefits.
  • Manage benefits enrollment, changes, and terminations in ADP and benefits systems.
  • Support open enrollment processes including employee communication and documentation.
  • Serve as the primary contact for employee benefits questions and issue resolution.
  • Coordinate with benefits providers and brokers regarding plan updates, billing, and compliance.
Compliance & Reporting
  • Ensure compliance with all applicable payroll and benefits laws and regulations.
  • Assist with audits related to payroll, benefits, and employee records.
  • Maintain confidential employee data and ensure data integrity across systems.
  • Prepare required reports and filings related to benefits and payroll.
Employee Support
  • Respond to employee inquiries regarding payroll, deductions, taxes, and benefits coverage.
  • Provide guidance on benefit plan options and enrollment procedures.
  • Maintain up-to-date payroll and benefits documentation and internal procedures.

Qualifications
  • Associate or bachelor’s degree in human resources, Accounting, Business Administration, or a related field preferred.
  • 2–5 years of experience in payroll processing and/or benefits administration.
  • Knowledge of payroll regulations, tax requirements, and employee benefits programs.
  • Experience with HRIS and payroll systems (e.g., ADP, Paychex, UKG, or similar).
  • Strong attention to detail and high level of accuracy.
  • Excellent organizational, analytical, and problem-solving skills.
  • Ability to handle confidential information with discretion.
  • Proficiency in Microsoft Excel and other Microsoft Office applications.
Equivalent combinations of education and experience will be considered.

Preferred Certifications
  • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC).
  • Professional in Human Resources (PHR) or SHRM-CP.





Working Conditions and Physical Requirements
  • The standard office hours of the Association are 8:30-4:30
  • Telework – This position is eligible to telework according to CCAP’s telework policy
  • Travel may be occasionally required, primarily within the state of Pennsylvania, but occasionally outside of the state
  • The position may require standing or sitting for extended periods of time and the ability to operate computer equipment is essential to the completion of the position's responsibilities
  • Driving to work related activities may be required
