The County of Cambria is seeking qualified applicants for the following position:

Human Resources Director

The Human Resources Director reports directly to the Board of Commissioners.  Work involves providing a wide range of personnel services, including recruitment, selection, placement, position classifications, discipline, terminations, and employee relations.  Work includes providing recommendations to County officials and employees on all personnel policies. Must effectively communicate and have a working knowledge of all state and federal regulatory standards.  Responsible for labor negotiations.  Responsible for all revisions and updates to union contracts, County policies, and the County handbook.  Functions as the County’s Harassment Officer, Complaint (EEOC) Officer, and ADA Coordinator.

Qualifications: Completion of a Bachelor’s Degree program in Human Resources Management at an accredited college or university and three years of experience in the field of Human Resources or Personnel Administration. A Master’s Degree in Human Resources Management is preferred.

Responsible for oversight of the County payroll process. Responsible for administration, contract enforcement, and dispute resolution of the County’s Collective Bargaining Agreements. Manage compliance with all applicable policies, state and federal laws, and legislative enactments. Oversight and administration of the Civil Service process. Negotiates insurance contracts with health, dental, vision, life, and workers’ compensation carriers.  Responsible for the management of the County’s self-insured workers’ compensation and unemployment programs. Oversees the administration of the County’s FMLA, Attendance, and Employee Assistance Programs. Thorough knowledge of EEOC regulations, COBRA, ADA, FLSA, USERRA, and FMLA legislation.

Responsible for recruitment and staffing. Oversees compliance regarding regulatory concerns and reporting.  Responsible for policy development and documentation.  Manages employee relations and communications. Administers benefits and compensation.  Responsible for labor relations, negotiations, and management of the County’s Collective Bargaining Agreements. Advises County officials on personnel needs and makes recommendations on personnel policies, procedures, and disciplinary actions. Conducts investigative hearings, resolves grievances, and/or makes recommendations regarding their resolution to the appropriate Department Head and/or Board of Commissioners. Conducts and presides at Labor/Management Meetings with Unions to resolve outstanding issues. Prepares and presents mediation and/or arbitration cases, or assists in preparation with the County Solicitor. Supervises, evaluates, and makes recommendations concerning the performance of Department Directors to the Board of Commissioners.
