JOB SUMMARY
Responsible for assisting the Director of Tax Assessment with the program of real property assessment for the County. Performs supervisory responsibilities over the staff of the Tax Assessment office. Responsibility extends to planning, coordinating, and executing policies and methods affecting all activities of the Department. Oversees all administrative functions within the department, including preparing and processing all paperwork of permits to enable the Assessors to Value any changes to the taxing parcels

ESSENTIAL FUNCTIONS (Illustrative only)
  • Enter incoming permits into database
  • Assigns and supervises the work of the data collectors
  • Prepares permits for Data Collection, including, but not limited to, printing property cards; mailing questionnaires to customers; and mailing permit lists to taxing bodies
  • Update spreadsheets on assessed value changes per municipality and school district
  • Reviews and maintains all building permits and property reports
  • Research, enter and approve/deny all Homestead/Farmstead applications
  • mail letters with Homestead/Farmstead applications for renewal of new property owners
  • Assist the office with payments, calls and questions
  • Maintain and manage filing systems; both electronic and physical
  • Schedule meetings and maintain calendars
  • Collate and distribute mail
  • Monitor office supplies and ordering as required
  • Manage accounts and perform bookkeeping
  • Attention to detail to ensure tasks are completed thoroughly and correctly

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:
  • Comprehensive knowledge of office management and/or supervisory skills
  • Knowledge of office terminology, procedures and equipment
  • Ability to understand oral and written directions
  • Excellent organizational and communication skills
  • Ability to plan, conduct and assist in the development of office practices
  • Minimum of two years’ experience in a supervisory role
  • Certified Pennsylvania Evaluator (C.P.E.) certification preferred; or ability to obtain within a year of employment
  • C.P.E must be licensed by the State for computing assessments for ad valorem taxation purposes. A C.P.E. must maintain twenty-eight (28) hours of continuing education every two (2) years to maintain the license.

PHYSICAL DEMANDS
While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; feel, talk and hear. The employee is frequently required to reach with hands and arms. The employee is occasionally required to stand and walk. The employee must be able to lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and ability to adjust focus.

WORK ENVIRONMENT
While performing the duties of this job, the employee is mostly working in an office environment. Employee may need to go into the field periodically for additional information in regards to appeals and assessments.

SPECIAL NEEDS
Must have a valid driver’s license and be able to travel as required.
