Fundamentals of County Collective Bargaining and Interest Arbitration
This session will begin with an explanation of the basic rules, timelines and requirements for county collective bargaining. From there we will give practical advice on preparing for bargaining, formation of the bargaining team and bargaining goals, and explain the strategy and tactics for achieving the county’s goals in bargaining and interest arbitration.

What Every New Manager Needs to Know
The majority of any county’s budget is spent on employee costs, comprising salary, pension and benefits. Those employees are the forward-facing part of a county’s operations and, just as it makes sense to get the best systems in place, it makes sense for counties to select and train the best managers so that the one resource the most money is spent on is functioning to a counties greatest benefit. This starts with knowing the basics about how employees are paid under the FLSA, how to deal with attendance, proper accountability and how to discipline. Michael McAuliffe Miller from CCAP partner Eckert Seamans will cover the basics that every manager and supervisor should know to be effective part of your team.

Dealing with Drug and Alcohol Issues in the Workplace
This session will cover steps for dealing with positive drug test results and responding to employees who are suspected of being under the influence of drug and alcohol in the workplace. Issues related to testing and reasonable suspicion will be addressed, along with an update on recent legal developments related to the Pennsylvania Medical Marijuana Act. Differences between at-will employees, union employees, CDL and non CDL license holders will also be covered.
