Real Estate Purchase Proposal

The Franklin County Board of Commissioners is soliciting proposals from qualified purchasers for real estate located at the corner of Hood Street and West King Street, Borough of Chambersburg, Franklin County, Pennsylvania. The parcel contains approximately 0.7181 acres and is identified as UPI 05-1C49.-90.-EX0000. The property is attached as Exhibit A.
 

Proposal Requirements

Each proposal must include, at minimum:

• A cover letter on company letterhead identifying the purchaser’s full legal name and physical address.
• Proposed purchase price.
• A refundable deposit of at least $50,000, payable in guaranteed, immediately available funds upon execution of an Agreement of Sale.
• A non-refundable $5,000 submission review deposit, submitted with the proposal.
• Proposed settlement date.
• Proposed use and/or development plan for the property.
• Any additional terms or conditions for the County’s consideration.

Conditions of Submission

• The property is offered strictly “as is, where is,” without warranties or representations.
• Buyer is responsible for all closing costs.
• The county reserves the right to reject any or all proposals.
• Proposals must not be submitted in the form of letters of intent and will not bind the county unless and until a mutually acceptable Agreement of Sale is executed.

Proposals, four copies in total, must be received no later than 4 p.m. Eastern Standard Time on July 31, 2026 at:

The county may conduct interviews with proposing parties prior to making a final determination. The county reserves the right to reject any or all submissions.
