POSITION DESCRIPTION
This is a professional position on the Association staff, having responsibility for direct lobbying, grassroots, research and analysis in support of the CCAP Government Relations program. The position is also involved with legislative, regulatory and administrative activities concerning issues of general interest to the Association. The Government Relations Associate works with a high degree of independence and reports directly to the Director of Government Relations. The Government Relations Associate is a member of the CCAP Communications & External Relations team. .

POSITION DESCRIPTION

The position is also involved with legislative, regulatory and administrative activities concerning issues of general interest to the Association. The Government Relations Associate works with a high degree of independence and reports directly to the Director of Government Relations. The Government Relations Associate is a member of the CCAP Communications & External Relations team. .
RESPONSIBILITIES
Lobbying:
- Coordinate duties with the Government Relations Specialist as directed.
- Attend committee hearings, floor sessions, stakeholder meetings and meetings with legislators and staff to educate and inform them on CCAP policy positions
- Prepares communications to the General Assembly, Governor’s administration, and agencies of the state government conveying CCAP policy positions
- Advocates CCAP positions on issues to members of the General Assembly and state administrative agencies
- Supports the CCAP grassroots advocacy program
Research & Analysis:
- Assist in the development, implementation, and execution of CCAP’s strategic plan and priorities
- Responsible for the administration, maintenance, and the leveraging of information from various association tools, including databases and websites
- Conducts research, including surveys and other methodologies, to assist in developing or advocating CCAP policy positions
- Prepares written analysis of legislation and regulations in support of CCAP legislative efforts
- Primary responsibility for maintenance of CCAP legislative tracking data base, reviewing daily activity and updates throughout the day, and provides notice to affected staff and/or affiliates
- Prepares drafts of legislation, amendments, committee testimonies, legislative memos, and other legislative communications as assigned
- Assists in the development of content for CCAP Government Relations social media
- Performs other assignments and routine business of the Association as assigned
Member Communication and Engagement:
- Create content for communication to CCAP members regarding state and federal legislative and regulatory activities.
- Creates member communications related to legislative, policy, and grassroots advocacy matters.
- Assists in obtaining speakers for training sessions at Association conferences, webinars and other events as assigned
- Writes articles for the PA County News and Legislative Bulletin
- Serves as staff liaison to assigned CCAP Policy Committees, task forces, work groups and other internal and external partnerships and assists in the implementation of the CCAP strategic plan
Qualifications and Requirements:
Experience and Education:
- 1+ years of experience in a position providing support in the key functional areas of government relations-related lobbying, advocacy, and communications preferred
- A demonstrated understanding and knowledge of the legislative process in Pennsylvania
- A four-year college degree in Political Science, Government, or a related field
- A strong interest in professional development growth and a commitment to maintaining and expanding the knowledge required to perform in the position

Required Skills and Knowledge:
- Excellent verbal and written communication skills, including the ability to understand, synthesize and summarize complex issues for varying audiences
- Adept at building relationships and facilitating conversations among multiple audiences
- Highly computer literate with capability in email, MS Office, databases and related business and communication tools, including the ability to update websites
- Ability to analyze information and make sound decisions with excellent problem-solving skills
- Attention to detail and the ability to accurately follow instructions with minimal oversight
- Strong organizational and time management skills, with the ability to deliver within established deadlines
- A committed focus to providing excellent customer service internally and externally
- The ability to conduct oneself professionally and represent the Association favorably
Working Conditions and Physical Requirements
- The standard office hours of the Association are 8:30 a.m.-4:30 p.m., but work outside of this window will be required depending on the legislative schedule
- Travel will be required, primarily within the state of Pennsylvania, but occasionally outside of the state and may include instances requiring overnight arrangements
- The position may require standing or sitting for extended periods of time and the ability to operate computer equipment essential to the completion of the position's responsibilities
- The ability to lift 25 pounds of equipment and supplies needed for the execution of the Association’s conferences, meetings and events may be required.
- Driving to work-related activities may be required
