Development and implementation of policies and procedures related to services for: children, adolescents, adults, and senior adult individuals in the Behavioral Health/Developmental Supports Systems. Demonstrate a thorough knowledge of regulations, policies and procedures relating to community behavioral health, intellectual disabilities and early intervention programs. Direct program planning, strategic planning, development of the annual plan, and requests for proposals to ensure a recovery-oriented system of care.
Establish and direct ongoing Continuous Quality Improvement (CQI) and Quality Assurance (QA) initiatives within the system. Serve as the primary contact for other county offices, state offices, providers, institutions, and other community services and providers. Work collaboratively with the Human Resources Department in interviewing persons for transfers,
prospective new hires and orientation of new staff. Develop and implement overall performance standards for staff and service proficiency. Insure development and updates of standardized procedure manuals. Prepare and provide presentations and/or reports to boards, committees, providers and stakeholder groups. Prepare reports, correspondence, and studies related to behavioral health, intellectual disabilities, and early intervention services. Represent the County of Cambria in a professional manner at all meetings, conferences, etc. Development and implementation of appropriate policies and procedures relating to maximum reimbursement for all eligible services. Provide leadership to all agency staff maintain effective working relationships with public and private agencies as well as federal, state, and county officials. Monitor and ensure availability of educational opportunities for all staff relating to available community resources and work related topics. Attend and participate in appropriate in-service training opportunities. Ensure the ongoing daily operations of the Behavioral Health and Developmental Supports Program. Fulfill all duties as required by the Administrative Entity Agreement for the Intellectual Disabilities component of the program.
Provide direct supervision and oversight to the Deputy ID Administrator and the Deputy BH
Administrator, providing technical support, guidance and direction as needed. Monitor all program practices, procedures, and activities to assess for positive outcomes. Review and approve staff requests for leave, time records, travel, and expense reimbursements. Review and approve staff requests for training. Ensure the system wide incorporation of Community Support Principles (CSP) and promote recovery. Serve as an agent for positive change within the community BH/DS system. Review Grievances and/or staff Complaints. Execute disciplinary action as needed. Other personnel functions in collaboration with the Human Resources Department. Complete annual Staff Performance Evaluations. Identify, establish, and direct Standards of Case Management and Client Care Practices. Work closely with both Deputy Administrators and other Management Team members in program analysis and review to assess programmatic needs and implement solutions. Analyze statistical information relevant to CQI, programming, monitoring, outcomes, performance, fiscal outcomes, and problem resolution. Develop an ongoing system for monitoring outcomes-based performance for all services. Development and implementation of new programs, procedures, and protocols as needed or mandated by regulation and/or identified or expressed consumer need. Interpretation and enforcement of regulations and standards for all behavioral health, intellectual disabilities, and early intervention programs. Prepare for and actively participate in licensure, audits, surveys, and/or BH/DS County Plans within the agency and provider network. Direct the development and ongoing maintenance of a system outcome based on performance standards for all services. Monitor and ensure the Program's ongoing participation and functioning within the managed care service delivery system. Identify and direct any and all corrective action plans relevant to deficiencies that are identified through internal review processes or as part of annual licensing reviews. Actively Participate in required HealthChoices meetings to include Quarterly State Monitoring. Work in partnership with Cambria County Health Choices (aka BHoCC) the oversight entity for Health Choices.
Routinely ensure agency participate in outreach opportunities in support of community education/awareness and provider networking. (i.e., job fairs, information booths, and speaking engagements). Participation in the post-vention and disaster response teams.
All other duties as directed by the Cambria County Commissioners. 

Starting rate of pay: TBD. Hours: Monday to Friday 8:00 am to 4:00 pm (7.5-hour day, 30-minute unpaid lunch. Benefits include Paid holidays, Paid time off, Retirement plan, and Medical/dental/vision coverage.
