POSITION DESCRIPTION

The PCoRP Claim Supervisor is experienced with claims handling, coverage issues, litigation management and is knowledgeable about county government. The PCoRP Claim Supervisor is responsible for the supervision, review and direction of the work and claims files of the claims representatives; trains new claims representatives; makes presentations at workshops, board meetings and to members; and handles a minimal claims load (less than 35 files).

This position is eligible for telework pursuant to CCAP’s telework policy, subject to exceptions noted below.
RESPONSIBILITIES

The PCoRP Claim Supervisor performs work on all manner of claims with limited supervision and reports directly to the Claims Director for general direction, settlement authority and work evaluation. The PCoRP Claim Supervisor will also require limited supervision on all litigation files and excess reportable files.

The job responsibilities of this position include the investigation, evaluation, reserving, expense control, vendor monitoring, litigation management and resolution of all types of claims. The PCoRP Claim Supervisor will also be able to provide information to members, producers and others regarding coverage, claim status and procedures of the claims assigned to them. The PCoRP Claim Supervisor will also be responsible for the proper coding of files in RiskMaster, and as needed provide general guidance to the Claims Coordinator on new claim assignments.
The PCoRP Claim Supervisor leads and develops a team of claim representatives ensuring the quality, accuracy and timely resolution of claims. This position must continuously develop talent by creating opportunities for direct reports to grow and strengthen new skills. Proactively delivers continuous coaching and rewarding and recognizing employees to reinforce behavior that ensures service excellence.

The PCoRP Claim Supervisor provides daily support to claim staff on appropriate claims handling and monitors individual performance to ensure it meets expected quality and performance objectives. The supervisor will also be tasked with conducting performance evaluations of the staff on the team. As necessary, will develop professional development plans for a staff member to improve performance efficiency. This position will assist in hiring and training new candidates.

The PCoRP Claim Supervisor is responsible for reviewing the work of the PCoRP Claims team, including but not limited to monitoring claims files. This position must conduct random monthly samplings of open and closed files of claims representatives and report to the Claims Director the findings of the reviews. The PCoRP Claim Supervisor will oversee and manage the annual reconciliation process of all open PCoRP files.

The PCoRP Claim Supervisor provides direction and approvals on all vendor assignments, including but not limited to independent adjusters, surveillance, defense counsel, Medicare, etc.

The PCoRP Claim Supervisor will review all sign off on all Reservation of Rights letters.


The PCoRP Claim Supervisor reviews all excess reports from their claims team to program reinsurers.

The PCoRP Claim Supervisor will share in the responsibility of updating the Claims Manual and keep this resource guide up to date. As needed, prepare training material for staff.

The PCoRP Claim Supervisor will have increased settlement authority and reserving capacity to approve all claims within the respective limit without seeking the guidance of the Claims Director This will allow the Claims Supervisor to approve payments and reserves for direct report staff members within RiskMaster.

The PCoRP Claim Supervisor analyzes any problematic trends and appropriately escalating issues to leadership and risk management.

The PCoRP Claim Supervisor resolves customer complaints, problems and coverage questions which cannot be handled by direct staff members.

The PCoRP Claim Supervisor will attend all weekly Coverage Committee Meetings and document files based on the outcomes of the meeting. The PCoRP Claim Supervisor will serve as the claims unit representative at PCoRP Board and Committee Meetings in the absence of the Claims Director.


As needed, the PCoRP Claim Supervisor will aid the Claims Director during audits.

The PCoRP Claim Supervisor will also provide support for all general operations of CCAP including but not limited to: assisting with mailings; attendance, assistance, participation and involvement in the preparation of CCAP loss control trainings and workshops; attendance at board meetings; preparation of board reports for their team; provision of articles for the insurance programs newsletter; assisting with the preparation and presentation of new business proposals; the delivery of new member claims packets; overseeing of special projects as assigned by the Claims Manager; training of new claims representative; and other duties as assigned. The PCoRP Claim Supervisor will also participate in the short- and long-range planning for the CCAP Claims Unit as well as CCAP’s insurance programs. 

QUALIFICATIONS
  • Direct supervisory experience preferred.
  • Prior experience with Claim Management processes and software.
  • Ability to solve problems independently.
  • Strong communication (verbal and written) and time management skills required.
  • Proficiency in MS Word and Outlook.
  • Detail oriented with solid interpersonal skills.
  • Demonstrated strong Customer Service skills.

ESSENTIAL PHYSICAL REQUIREMENTS

Travel to CCAP trainings, member visits and board meetings will be required. The position also requires the ability to operate computer equipment essential to the completion of the position’s responsibilities.
