Opioid Trust Liaison 

Position Description: 

The Opioid Trust Liaison, employed by CCAP, serves as a key intermediary between all Participating Subdivisions (which includes all 67 Counties) and the Pennsylvania Opioid Misuse and Addiction Abatement Trust. This position plays a vital role in fostering collaboration, promoting compliance, sharing resources, and supporting the appropriate use of opioid settlement funds across the Commonwealth. 

The Opioid Trust Liaison supports Participating Subdivisions by organizing regular stakeholder meetings, leading an annual conference, maintaining a resource library, communicating feedback and recommendations to the Trust, and identifying ways to support the implementation, expansion, or sustainability of remediation programs. 

The position reports to the Opioid Trust Administrative Director under the CCAP Policy Office. 

This position is eligible for telework pursuant to CCAP’s telework policy. 

Responsibilities & Essential Functions: 

Communication & Coordination 

  • Maintain regular communication with Participating Subdivisions to ensure clarity, compliance, and collaboration. 

  • Establish and facilitate monthly stakeholder calls. 

  • Organize and conduct regional meetings with Participating Subdivisions. 

Event & Resource Management 

  • Plan and coordinate an annual statewide conference. 

  • Develop and maintain a comprehensive resource library to support the implementation of approved remediation programs. 

  • Attend Trust-related meetings and events as requested. 

Support & Guidance 

  • Provide and distribute relevant resources to Participating Subdivisions. 

  • Refer Participating Subdivisions to subject-matter experts for specialized support to implement, expand, and/or sustain remediation programs. 

  • Relay feedback and concerns from Participating Subdivisions to the Trust and suggest potential solutions. 

  • Prepare and deliver presentations to Participating Subdivisions.  

General Administration 

  • Maintain organized records and documentation for Trust operations. 

  • Complete other duties as assigned by the Trust or at the direction of CCAP. 

Qualifications & Requirements: 

Experience 

  • A minimum of 2 years of professional experience supporting or managing work in one or more of the following functional areas: 

  • Public Health 

  • Human Services 

  • Meeting, Event, or Conference Planning 

  • Experience working in or with government, nonprofit, or public health sectors is strongly preferred. 

Education 

  • Graduate or undergraduate degree in public health, public policy or administration, communications, social work, psychology, or a related field is required.  

  • A demonstrated commitment to ongoing professional development and maintaining the skills and knowledge necessary to perform effectively in the role. 

An equivalent combination of experience and education will be considered satisfactory for the position. 

Required Skills & Knowledge: 

  • Exceptional attention to detail, with the ability to manage multiple priorities and create solutions with minimal oversight. 

  • Excellent verbal and written communication skills.  

  • Advanced computer literacy, including proficiency in: 

  • Microsoft Office Suite 

  • Web content management systems 

  • Online collaboration platforms 

  • Strong analytical, decision making, and problem-solving skills. 

  • Effective time management and organizational skills, with the ability to meet deadlines and adapt to changing priorities. 

  • Familiarity with behavioral health services, particularly substance use prevention, treatment, and recovery programs. 

Working Conditions & Physical Requirements: 

  • The standard office hours of CCAP are 8:30 AM - 4:30 PM, Monday through Friday. 

  • Periodic travel is required, primarily within Pennsylvania, including occasional overnight travel for meetings or events. 

  • Ability to sit or stand for extended periods, operate standard office equipment, and perform work that involves repetitive motions (e.g., typing).  

A valid driver's license and reliable transportation are required for travel related to job responsibilities. 

FLSA: For purposes of the Fair Labor Standards Act, this position is a full-time exempt position.
