POSITION SUMMARY:

Responsible for the accounting and accounting-related functions to properly present the financial condition of the Berks County Workforce Development Board (WDB) and PA CareerLink® Berks County for both internal and external reporting. This involves providing strong and active leadership and management of the critical compliance and risk management fiscal administration function for workforce development activities under the jurisdiction of the Berks County Workforce Development Board. Make complex and technical decisions for the WDB by classifying, analyzing, and reporting financial information using generally accepted accounting principles, which include the pronouncements of the Governmental Accounting Standards Board (GASB), the Financial Accounting Standards Board (FASB),the federal Office of Management and Budget (OMB) Uniform Code and HIPAA (Health Insurance Portability Access Act), as necessary.  Contributes to the strategy and policies of the WDB as part of the staff management team.  Handles the arrangements for the maintenance of all PA CareerLink® Berks County real and non-expendable property.  Manages assigned staff as applicable.

POSITION RESPONSIBILITIES:

Essential Functions

The duties and responsibilities of this position include, but are not necessarily limited to

  • Maintain accurate and technical accounting records and administers the accounting function for the agency by preparing monthly and year-end closeout reports, in conjunction with State compliance reporting guidelines. 
  • Prepare monthly compliance reporting for appropriate federal and state agencies to satisfy revenue and reimbursement requirements.
  • Supervises Fiscal Coordinator. 
  • Prepare reviews in accordance with County policies and procedures. 
  • Responsible for designing and overseeing completion of all fiscal monitoring processes for subcontractors.  Provides technical assistance to subcontractors and WDB staff on fiscal monitoring as needed.
  • Review, negotiate, and approve subcontractor budgets in coordination with the Assistant Director and/or Director. 
  • Responsible for creating and revising purchase orders in the County procurement system for all subcontractors and vendors. Review, approve, and receipt subcontractor and vendor invoices in the County’s accounting system. Develop and execute an annual subcontractor fiscal training to review federal, state policies, contractor requirements, and required forms. Coordinate regular meetings with each subcontractor and the Assistant Director and/or Director to provide ongoing support and technical assistance for the fiscal and program needs of the contractor. 
  • Prepare regular and ad hoc reports and financial analysis for department management, WDB committees, WDB, CareerLink® Partners, State, and Federal agencies. Develop an annual County, Board, and CareerLink® Operating Budget. Maintain all budgets by performing budget analyses and budget appropriations or transfers. Proactively communicate and provide solutions to potential risks arising from budget analyses. Provide explanations for budget and cash flow variance for the department as necessary.
  • Monitor and maintain all State inventory at the WDB and PA CareerLink® including providing an annual inventory form to the State and processes all requests for inventory removal. Initiate any capital improvement requests for the department.
  • Assist the Assistant Director with the development of the One-Stop Memorandum of Understanding (MOU) for the PA CareerLink® Berks County partners. Provide the agenda and minutes for the mandatory MOU and PA CareerLink® operating budget meeting with all partners. 
  • Responsible for monitoring and updating the Berks County Workforce Development Board fiscal policies and cost allocation plan to meet the Board’s strategic plan.
  • Responsible for anticipating potential fiscal risks for the County, the Board, and the PA CareerLink® Partners. Present and/or assist with solutions to potential risks including risks found by other staff members or subcontractors.
  • Prepare all required Controller’s Office monthly and year-end reports for the department including intergovernmental revenue forms needed for the single audit. Responsible for monitoring the general ledger transactions and reconciling the general ledger transactions to state reported grant expenditures.
  • Other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE:

  • Bachelor’s degree in Accounting or related field with five years of relevant experience and progressive responsibility or an Associate degree in Accounting or a related field with seven years of relevant experience and progressive responsibility, or a combination of equivalent education and experience

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Working knowledge of generally accepted accounting principles with an emphasis on Fund accounting and/or Cost accounting.  Knowledge of public sector accounting practices a plus. 
  • Working knowledge of the technical requirements of accounting standards as prescribed by the Governmental Accounting Standards Board and the Financial Accounting Standards Board. 
  • Experience with public and private grant programs.
  • Working knowledge of integrated enterprise resource planning (ERP) financial systems (Oracle/Hyperion).
  • Ability to read and interpret complex rules and regulations written by Federal, State and Local legislative and administrative bodies.
  • General understanding of Berks County regional economic and workforce development strategies, priorities, and challenges.
  • Extensive knowledge of Workforce Innovation and Opportunity Act regulations and Federal OMB circular.
  • Excellent personal computer skills in MS Excel and a working knowledge of MS Word, MS Access, and MS Power Point software.
  • Supervisory skills to oversee assigned staff.
  • Ability to function under “team” concept and positively contribute to the overall management team and operation of the WDB and the PA CareerLink® Berks County.
  • Working knowledge of general contracting and procurement principles.
  • Good written and verbal communications skills, including:
    • Ability to explain complex financial funding and sources to individual and group non-financial stakeholders.
    • Ability to negotiate with and monitor subcontractors and vendors.
    • Ability to effectively explain WDB decisions and actions with grant monitors (federal, state and private) and advocate with monitors based on facts and existing regulations on behalf of those decisions and actions.
    • Ability to prepare and effectively deliver business presentations.
  • Ability to handle stress.
  • Physical presence in the office is required.

PHYSICAL DEMANDS:

Work involves walking, sitting, talking, hearing, using hands to handle, feel objects, tools, or controls, and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus. The employee must occasionally lift and/or move up to 25 pounds.
