The Children and Youth Administrator role with the County of Adams is pivotal in shaping the long-term vision and mission that steer the agency's strategic direction and management. This position involves overseeing the department's overall operations while taking the lead on developing and implementing departmental goals, objectives, initiatives, programs, and ensuring regulatory compliance. Responsibilities also include guiding the formulation of policies and procedures, managing budgets, preparing grant applications, and facilitating staff training and development in accordance with legislative mandates, the Public Welfare Code, Department of Public Welfare regulations, court directives, and other relevant federal and state statutes.

Key Responsibilities

  • Ensure adherence to Merit Hire procedures and compliance with state and federal employment laws regarding personnel practices.

  • Collaborate closely with the County Manager on long-range planning concerning departments that interact with the Juvenile Court, aiming to develop policies, programs, and services in alignment with the Court's philosophy.

  • Oversee audit preparations, which encompass:

    • Title IV-E audits

    • Random Moment Time Study Audits

    • Licensing Audits by the OCYF

    • County, State, and Federal financial audits

  • Consult regularly with appropriate counsel on matters related to:

    • Juvenile Court

    • Child Abuse cases

    • Hearings and appeals

    • Foster parent issues

    • Policy development

    • Agency practices and procedures

    • Interpretation of laws, bulletins, Federal Acts, state regulations, and personnel issues related to Juvenile Courts.

Minimum Qualifications:

  1. Bachelor's degree in applicable subject manner that contains a minimum of 12 credit hours in social work, sociology, psychology, education, or gerontology required.
  2. Three years experiences as a Social Work Supervisor with at least one year experience performing administrative duties related to fiscal and agency operations. 
  3. Master's degree in Social Work preferred
  4. Must possess a valid driver's license, personal vehicle, and current automobile insurance. 

Clearances Required to obtain prior to hire: 

  1. Pennsylvania Child Abuse History Clearance (Act 33)
  2. Pennsylvania State Police Request for Criminal Records Check (Act 34)
  3. FBI Criminal Background Check (Act 73)

Status: Full Time, Exempt, benefit eligible. Normal working hours are Monday - Friday, 8:00am - 4:30PM, but may vary depending on the needs of the agency. 

Minimum annual salary: $90,227.80
