CCAP Announces Annual Awards

CCAP announced awards for Pennsylvania county leaders and organizations that have enhanced the well-being of counties and residents.
The County Commissioners Association of Pennsylvania (CCAP) has announced awards for Pennsylvania county leaders and organizations that have enhanced the well-being of counties and residents, including CCAP’s Outstanding County Commissioner/Council Member of the Year Award to Lehigh County Commissioner Percy Dougherty; the Outstanding Chief Clerk/Administrator Award to Carbon County’s Eloise Ahner; the 2021 Outstanding Solicitor Award to Bucks County’s Joseph Khan; the Affiliate of the Year Award to members and staff of the Pennsylvania Coalition of Affiliated Health Care and Living Communities (PACAH); and a 2021 Friend of County Government Award to Jason Kavulich, Area Agency on Aging director for Lackawanna County. CCAP President and Butler County Commissioner Kevin Boozel also presented the President’s Award to Sherene Hess, Indiana County commissioner.

The County Commissioners Association of Pennsylvania (CCAP) has announced awards for Pennsylvania county leaders and organizations that have enhanced the well-being of counties and residents.

CCAP’s Outstanding County Commissioner/Council Member of the Year Award was presented to Lehigh County Commissioner Percy Dougherty, who has served the county for 28 years, making him the longest serving commissioner in Pennsylvania. He has been elected Board of Commissioners chair an unprecedented seven times. He chaired Lehigh County’s Finance Committee seven times and has been involved in numerous community commissions and boards. Commissioner Dougherty was instrumental in creating the Green Futures Fund which was a $30 million program for farmland preservation, open space in townships, and park projects in boroughs. He also was the prime architect in creating the legislation for Lehigh County’s Quality of Life program and is widely known as a friend of education and the arts. He is a past president and current board member of CCAP where he has served on a variety of committees, concentrating his efforts on land use and planning initiatives that stimulate the economy while protecting valuable natural resources. He also represents Pennsylvania on the Energy, Environment and Land Use Committee of the National Association of Counties.

CCAP’s Outstanding Chief Clerk/Administrator Award was presented to Carbon County’s Eloise Ahner. Ahner was chosen for making a positive difference in the lives of county residents with her quiet professionalism, remarkable work ethic, excellent interpersonal and leadership skills, and the continuity she brings with her vast knowledge of issues affecting county residents.

The 2021 Outstanding Solicitor Award was given to Bucks County’s Joseph Khan, who was honored for helping the administration realize its vision for transparency, ethics and excellence in county government; being the uniting force of recent elections issues; providing sound legal leadership; and redefining the role of county solicitor in important and transformative ways.

CCAP’s Affiliate of the Year Award was presented to members and staff of the Pennsylvania Coalition of Affiliated Health Care and Living Communities (PACAH) for tirelessly working to protect residents and staff while facing nearly insurmountable odds due to COVID-19.

A 2021 Friend of County Government Award, the highest honor CCAP bestows on a non-member, was presented to Jason Kavulich, Area Agency on Aging director for Lackawanna County for his leadership, commitment and innovative programs in response to the COVID-19 pandemic.

CCAP President and Butler County Commissioner Kevin Boozel presented the President’s Award to Sherene Hess, Indiana County commissioner. The award was given to honor commitment to CCAP’s president and outstanding contributions leading to enhanced service to county residents.b
