Beaver County, Pennsylvania CLASS DESCRIPTION POSITION TITLE: Maintenance HVAC (building Systems) Technician/ Plumber M4 DEPARTMENT: Maintenance GENERAL DESCRIPTION OF DUTIES The purpose of the position is to complete skilled HVAC and plumbing work at the journeyman level. Work in this position involves other duties assigned including all duties described in the M2 and M3 job description. ESSENTIAL FUNCTIONS The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. It is not necessarily descriptive of any one position in the class. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position. Receives generalized verbal and written work instructions from the Director of Public Works, Foreman, or assigned others and performs work with little or no supervision. Understands, operates, trouble shoots and makes appropriate changes to the environmental control systems. Performs required preventative maintenance and maintains in a proper state of repair all plumbing equipment, particularly components of the heating and air-conditioning devices installed in County-owned buildings. Monitors for safe and effective operations of boilers, compressors, chillers and various other mechanical systems. Performs emergency repairs when building systems fail. As well as complex plumbing, maintenance and repair tasks and repair/ changes on air conditioners. Perform various repairs to electric motors in furnaces, air conditioning units, and pumps. Reads and works from blueprints and/or schematic drawings. Ensures that work locations are safe and the proper safety requirements are followed while working on building systems. Maintains a complete inventory of all facility systems, listing the type of systems, locations of the systems and the components of the systems by model number. Maintains a complete inventory of all preventative maintenance parts and those parts that need frequent replacement, along with any special tools or equipment and names and telephone numbers of manufactures and parts suppliers. Maintains detailed logs of all work performed on systems including the cost of any repairs. As well as orders and stocks materials and supplies necessary for day-to-day operations. MARGINAL FUNCTIONS While the following tasks are necessary for the work of the unit, they are not an essential part of the purpose of this position and may also be performed by other unit members. Performs other duties as directed. MINIMUM TRAINING AND EXPERIENCE High school diploma or GED, Possess a technical school or Journeyman certificate in the field of HVAC/Plumbing. At least two (2) years of experience or an equivalent period of training and experience. Demonstrates ability to read, diagnose and then repair Electronic Controls, HVAC systems, Plumbing systems, Electrical systems including Emergency Generators and Hydraulics. Ability to read and comprehend blueprints and instruction/ repair materials. A thorough working knowledge of the tools and trade practices is required. CERTIFICATES, LICENSES, AND EXPERIENCE Valid Pennsylvania driver’s license is required. Must be certified in refrigerant recovery PERFORMANCE APTITUDES Data Utilization: Requires the ability to assemble, copy, record, transcribe, collate, file, post data and/or information according to a prescribed schema or plan Human Interaction: Requires the ability to explain, demonstrate, show, help, orient, and clarify within well established policies, procedures, and standards. Employee will be expected to work with others as well as individually. Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a wide variety of reference data and information. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division Functional Reasoning: Requires ability to carry out detailed but uninvolved written or oral instructions. Involves routine work according to clearly prescribed standard practices, with some latitude for independent judgement as well as work with others. Situational Reasoning: Requires the ability to exercise the judgment required in situations characterized by repetitive or short cycle operations covered by set procedures or sequences. Physical Ability: Tasks involves the regular and, at time, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing on a ladder and performing duties at various heights, stooping, kneeling, crouching, and crawling, and which may involve some lifting, carrying, pushing and /or pulling of objects and materials of moderately heavy weight (50) pounds. Includes light and heavy physical labor and physical exertion. Must be able to work above and below ground. Sensory Requirements: Some tasks require visual perception and discrimination. Some tasks require oral communications ability. Environmental Factors: Tasks are regularly performed with mild exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, electric currents, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, disease, or pathogenic substances.
