Job Description

The Juniata County Children and Youth Agency has an immediate opening for a Children and Youth Administrator 1 (Level L0201). This is a career opportunity in the administration of a County Children and Youth Program which provides direct services to children, youth and families. The minimum experience and training requirements for this position are: Level L0201: Three years of experience in the field of public or private social work, including one year working with children and youth; and a bachelor’s degree. EQUIVALENCY: Graduate degrees in social work, sociology, psychology, or a closely related field may be substituted on a year-for-year basis for overall experience in the field of social services. At least 30 credit hours are required for a two year master’s degree. NOT SUBSTITUTABLE: The number of years of experience in an administrative and supervisory capacity in a children and youth social services program agency are required for qualifying purposes. There is no substitution for this requirement. NOTE: Time spent in a practicum situation is not considered as work experience but is a mandated prerequisite toward the attainment of the degree. ACCEPTABLE EXPERIENCE: 1) Work performed in a public or private agency providing counseling and other social service related services to children and youth as a Caseworker/Case Manager or supervisor of professional social service staff. 2) Work performed as the administrator or manager of a public or private social services agency providing services to children and youth. 3) Counselor or Case Manager/supervisor/administrator of an agency or center for disturbed or delinquent children and youth. 4) Youth probation or truancy officer. Work must have included social service related duties such as counseling. PROGRESSIVELY RESPONSIBLE EXPERIENCE: This means that the applicant must have moved progressively upward within the field; i.e., from worker to supervisor to administrator. SUPERVISORY EXPERIENCE: Candidate must have been responsible for the evaluation of work of lower level workers within the same agency where they were employed. The review and monitoring of work or services provided by individuals or agencies under contract or client management duties are not considered as supervisory experience. ADMINISTRATIVE EXPERIENCE: Candidate must have been responsible for the management of a social service or closely related services program that provided services to children and youth which included responsibility for such functions as: (1) budget development and administration; (2) the recruitment and management of staff; (3) policy development and implementation; (4) program planning, development, implementation and monitoring; and (5) responsibility for compliance with applicable rules and regulations. Successful candidate must be able to pass a Pennsylvania Criminal History Record Check and Child Abuse History Clearance.
