GENERAL SUMMARY: This position directs and coordinates the operation of a State mandated County operated child welfare organization to protect children from abuse and neglect and preserve families consistent with statutes, regulations and fiscal dictates of the Federal, State and County governments. Program interpretation and community planning for the needs of children and youth are the major responsibilities of this position.
SUPERVISION RECEIVED AND EXERCISED: Receives administrative direction from the County Commissioners. Exercises direct supervision over Caseworkers, Caseworker Supervisors and clerical staff.
ESSENTIAL JOB FUNCTIONS:
•Directs the State mandated program of Children and Youth Services.
•Prepares and submits all County, State and Federal reports on behalf of the agency including, but not limited to, the Annual Plan and Needs Based Budget to the Department of Public Welfare; State Quarterly Expenditure reports; and Annual County Budget.
•Directly supervises County Casework Manager, Secretarial, Clerk-Typist, and Fiscal Supervisors.
•Indirectly supervises the County Casework Supervisors and Caseworkers regardless of official status.
•Monitors the work of the Fiscal Unit.
•Provides oversight regarding the children and families receiving services and develops monthly data that can be used for budgeting purposes.
•Schedules and conducts staff and administrative meetings.
•Maintains relationship with County, State and Federal offices; Service Providers; Juvenile Court Officials; Educational Personnel; Mental Health Professionals; and other community service providers to foster effective communication and cooperation in the provision of services for children and youth in the County.
•Monitors and develops policies and procedures of the agency.
•Provides guidance to and meets monthly with the Advisory Committee, including acting as their liaison in obtaining the appointment of new members and sharing the issues impacting Children and Youth Services on an ongoing basis.
•Participates in professional organizations and groups as related to children’s issues.
•Prepares all service provider contracts for Children and Youth and Juvenile Probation.
•Reviews bulletins and directives from the Department of Public Welfare, Office of Children, Youth and Families regarding the required procedures of service provision.
•Maintains responsibility for agency payroll documentation including the reconciliation of all vacation, personal, overtime, comp time, and absences with the County Controller’s Office.

•Masters degree in Social Work or a related Social Services field or Bachelor’s Degree in Social Work or a Social Services related field and a minimum of 8 years experience working in a public or private Child Welfare agency.
