Known as “CCAP’s Legislative Conference,” the Spring Conference invites members to Harrisburg to participate in programming of educational and professional value. While in the capital city, members are encouraged to contact their legislator directly and to go to The Hill to represent their county and CCAP. CCAP does not host exhibits at this conference, but vendors are encouraged to attend and to sponsor the Conference.
  • Online Registration
    Registration is available for county elected officials and staff, associate vendors, non-associate vendors and state agency personnel

    The deadline to register with CCAP is 4 p.m. on March 13, 2020. Registrations received after 4 p.m. March 13 through March 24 will be assessed a late fee of $25, so please register early! You will receive an immediate confirmation upon completing the online registration process.
Cancellation Policy: Cancellations must be submitted via email to Jeannette Hunter no later than 4 p.m. on March 13, 2020 to qualify for a refund. No telephone cancellations will be accepted. A $50 administrative fee will be deducted from each refund requested. Registrations are transferable to another individual prior to the Conference start date. Cancellations received after 4 p.m. on March 13 are not refundable. Registered no-shows will be billed. Regardless of initial payment method, all refunds will be issued via check from CCAP. Please understand that we must adhere to these deadlines to ensure accurate registration and hotel planning.
Special Offer for Current Academy Participants or New Enrollees: The CCAP Academy for Excellence in County Government program incorporates education from various sources and encourages networking through CCAP events. For those county officials who are current participants in the Academy, or for anyone who enrolls in the Academy program before March 22, 2020, and is also registered to attend the 2020 CCAP Spring Conference will receive a refund of $20 mailed to you after the Conference!



  • HILTON HARRISBURG (Headquarters Hotel) is SOLD OUT!

    As of February 12, 2020, the Hilton Harrisburg is completely sold out.


    The Crowne Plaza Harrisburg Hotel, 23 South Second Street in Harrisburg, is our overflow property, and is located one block south of the Hilton on Second Street. Please call the Crowne Plaza at (717) 234-5021 and tell the reservationist you are with the County Commissioners Association of Pennsylvania, or you can mention the code “CCA,” which has been assigned to our block.

    The Crowne Plaza is honoring our Spring Conference rate of $141 plus tax. Your credit card will be needed to guarantee and hold your reservation. This overflow room block will be available until 5 p.m. on February 28, 2020, after which time any unused rooms will be released.
Sponsorship opportunities (PDF) are available to interested vendors. The sponsorship contract (PDF) should be submitted no later than February 28 to ensure the full benefits of sponsorship are available. After February 28, please contact Mandi Glantz to confirm availability of benefits. Thank you for your support!

There is no exhibit space at the Spring Conference, but vendors are invited and encouraged to register to gain access to educational sessions, meals and breaks and other Conference events.
