Known as “CCAP’s Legislative Conference,” the Spring Conference invites members to Harrisburg to participate in programming of educational and professional value. While in the capital city, members are encouraged to contact their legislator directly and to go to The Hill to represent their county and CCAP. CCAP does not host exhibits at this conference, but vendors are encouraged to attend and to sponsor the Conference.


  • Online Registration
    Registration is available for county elected officials and staff, associate member vendors, non-associate member vendors and state agency personnel

    The deadline to register with CCAP is 4 p.m. on March 15, 2019. Registrations received after this deadline will be assessed a $25 late fee, so please register early! You will receive an immediate confirmation upon completing the online registration process.
Cancellation Policy: Cancellations must be submitted via email to Jeannette Hunter no later than 4 p.m. on March 15, 2019 to qualify for a refund. No telephone cancellations will be accepted. A $50 administrative fee will be deducted from each refund requested. Registrations are transferable to another individual prior to the Conference start date. Cancellations received after 4 p.m. on March 15 are not refundable. Registered no-shows will be billed. Regardless of initial payment method, all refunds will be issued via check from CCAP. Please understand that we must adhere to these deadlines to ensure accurate registration and hotel planning.
Special Offer for Current Academy Participants or New Enrollees: The CCAP Academy for Excellence in County Government program incorporates education from various sources and encourages networking through CCAP events. For those county officials who are current participants in the Academy, or for anyone who enrolls in the Academy program before March 24, 2019, and is also registered to attend the 2019 CCAP Spring Conference will receive a refund of $20 mailed to you after the Conference!


The deadline to reserve your room at the Hilton Harrisburg for the Conference group rate of $139 per room/per night plus 11 percent tax is February 25, 2019 or until the room block is sold out, whichever comes first. Availability, as well as the Conference rate, cannot be guaranteed for reservations received after February 25. Direct Bill Information for Counties: Payment with a credit card is preferred, but your counties' attendees can also use the hotel's direct bill process to hold your reservation. Just add a comment in the COMMENT BOX that states, "Direct Bill room and tax to (your county) per (your/guest's name)". Then send a direct bill letter from your county and list the county staff covered by your direct bill request, to Hilton Harrisburg, Attention: Accounting Office, One North Second Street, Harrisburg, PA 17101. You may also fax your direct bill letter to Hilton Harrisburg at (717) 233-6271.


Hilton Harrisburg Parking
Overnight guests will receive a parking ticket for unlimited in/out privileges at the Walnut Street Parking Garage through the extent of their stay. All day self-parkers can get parking tickets validated at the Hilton's gift shop or front desk for $5 (Walnut Street Garage only). This will cover a maximum of 10 hours in the garage. No exits and re-entries permitted. The 10 hours starts as soon as you pull your ticket from the garage kiosk. After the 10 hours, there are two options:

  • Leave the garage and re-enter to get a new ticket for a total of $10 (two $5 validations) for the day.
  • Stay in the garage and pay the difference. For rates, go to https://parkharrisburg.com/rates/.

Note: In order to receive the discounted 10-hour rate of $5, you must have your ticket validated at the Hilton. If you use a parking garage kiosk to pay, you will NOT receive the discounted rate.

Sponsorship opportunities (PDF) are available to interested vendors. The sponsorship contract (PDF) should be submitted no later than March 1 to ensure the full benefits of sponsorship are available. There is no exhibit space at the Spring Conference, but vendors are invited and encouraged to register to gain access to educational sessions, meals and breaks and other Conference events.
