Description and History

The Special Risk Accident Insurance for Volunteers Program was developed by the County Commissioners Association of Pennsylvania (CCAP) and focuses on insurance coverage for accidental death, dismemberment and medical expenses for county volunteers.
 
The program started June 4, 1999 and now covers many Pennsylvania counties through an "A+XV" AM Best-rated Insurer.
 
CCAP can provide Special Risk Accident Insurance for volunteers participating in non-hazardous volunteer-related activities on the premises of or designated by and under the direct supervision of the policyholder. Participants can include general community volunteers (meals on wheels, social services, nursing home, and conservation district), court alternative sentencing and work release individuals. Special programs may also be included such as the Juvenile Tobacco Enforcement Program.
 
A simple one-page application is required. Coverage is excess over any other collectible insurance.
