 Local Tax Fairness

Pennsylvanians are concerned about the well-being of their local communities. Pennsylvanians are also concerned about property taxes. Eighty percent of Pennsylvanians believe it is important for the General Assembly to provide relief from county and municipal property taxes, not just school property taxes.

Tax fairness can only be achieved by expanding the sources of revenue available to local governments. Such proposals should allow local governments to reduce their reliance on the property tax in proportion to revenue generated from other sources, such as the sales tax.

Tax fairness is about how local revenue is generated, not how much money is collected. The distribution of the tax burden is as important as the dollar amount each resident pays. Revenue sources such as the sales tax and the earned income or personal income tax better reflect an individual's actual economic condition.
