The Health Insurance Portability and Accountability Act (HIPAA) of 1996 is federal legislation intended to implement simplifications in the administration of health care plans and their associated claim and payment processes. The 1996 federal HIPAA law will have a major effect on the nation's health care system. It affects all health plans, health care clearinghouses, and service providers who submit or receive health care transactions electronically. HIPAA will impact the Commonwealth of Pennsylvania and counties. HIPAA provides protections for individual citizens through portability of health insurance, privacy and security of individual health information, and individual rights concerning health information. In this aspect of the legislation, HIPAA will impact the commonwealth, counties and the citizens that we serve. HIPAA sets forth specific provisions for:
- Standardized health information transactions
- Standardization of code sets
- National identifiers for providers, health plans/payers and employers
- Security and privacy of health information
