This program allows state and local governments to issue taxable bonds for capital projects and to receive a new direct federal subsidy payment from the Treasury Department for a portion of their borrowing costs. : The ARRA created temporary IRS rules for the issuance of industrial bonds by public authorities for the benefit of private companies. In the past, these programs were only available for the construction of a facility or the assemblage of machinery that would be deemed tangible property. – most transportation funds for highways and bridges have been distributed through the state and MPO/RPOs. There will be dollars available for competitive grants through the federal government for surface transportation, aviation and rail.
Secretary Biehler announced on March 16 the list of projects, funded by ARRA dollars, that the MPOs and RPOs in conjunction with PennDOT agreed to put out for bid.
