Job Description
Title: Director Human Services Department: Human Services Administration Location: West Chester, Government Services Center Description: The Director of Human Services is responsible for overseeing and coordinating the county's publicly-funded Human Services system ($160 million annual budget), which includes the Department of Children, Youth & Families; HealthChoices; Department of Mental Health / Intellectual and Developmental Disabilities; Department of Aging; Department of Drug & Alcohol Services; Youth Center; CCIS, and the Human Services BlockGrant. This position manages all of the categorical departments by organizing, directing, and coordinating resources and services relative to quality, quantity, and positive outcomes for consumers. Ensure all strategic plans are in alignment, and that all plans reflect system coordination, integration, current laws, regulations and the changing needs of our communities. Represent the Department of Human Services and the County of Chester at meetings with local and state officials. A person in this position supports the system of care practice model, which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals. Qualifications / Requirements: Master's degree in Social Work, Psychology, Business Administration, Education, or a related field. Overall knowledge of Pennsylvania's various human services programs, funding streams and requirements, with detailed knowledge of at least one of the human service areas. Minimum of three years working directly with a human service population. Ten years of progressively responsible management and program administration experience in human services. Management skills of budgeting, fiscal review, planning, program development, and supervision. Understanding of programmatic and fiscal oversight and their interrelationship.
