Job Description
DUTIES: The Planning Director is a professional planning position with direct responsibility and oversight of a six (6)-person staff performing a full range of Land Use Planning and Community Development Administration at the county level. The Planning Director reports to Crawford County Planning Commission and the Board of County Commissioners depending on the specific work element or project at hand. More directly, the Planning Director manages both staff and county resources in a turnkey approach to county and municipal comprehensive planning, the crafting and/or amending of municipal zoning ordinances and assisting the fifty-one municipalities in Crawford County on any variety of ACT 247 Land Use and Community Development initiatives in Crawford County. This position also has oversight of other planning related activities involving transportation planning, reviews of municipal community development initiatives and monitoring the need to update elements of the Crawford County Comprehensive Plan. The Planning Director provides oversight of grant operations on behalf of the Board of Commissioners as well as non-entitled municipalities within Crawford County on any variety of federal, state or local grant programs available to municipalities and not-for-profits in the Commonwealth. In addition the Planning Director role will encompass: • Monitoring the County Comprehensive Plan for Consistency with Local Municipal Plans • Lead Role and Chief Municipal Liaison for Municipal Planning Initiatives • Lead Role and Chief Municipal Liaison for Municipal Community Development Initiatives • County Representative for Economic Development Initiatives and Programs in Crawford County with established ED Agencies • Responsible for Identification and Development of Municipal Initiatives and Programs for Planning & Community Development • County Representation on the French Creek COG • County Representative for the CCAP CPDAP • County Representative and Voting Member for the RPO on Transportation Matters • Lead Transportation Planner • Identifying Capital Projects on the County and Municipal level and Coordinating Capital Projects in a turnkey fashion Of note, the Planning Director will occasionally staff and manage projects for the County Commissioners including studies, projects or programs on a variety of county initiatives including capital projects. Applicants must possess or obtain a valid Pennsylvania driver’s license as attendance at municipal evening meetings is considered required as well as occasional weekend travel to/from conferences and available training opportunities. QUALIFICATIONS: Education/Experience: Graduation from an accredited college or university with a Bachelor’s degree in Planning, Public Administration, Urban Studies, Geography or related field with four (4)-years of demonstrated public sector planning combined with community development experience - or a Master’s degree in Planning, Public Administration, Geography or related field, with relative experience in the public sector including internship experience. Knowledge of ArcView GIS 10.0 and AICP certification - or AICP eligibility considered a plus. Skill Sets: Demonstrated Leadership Ability to build and guide teams to deliver projects and programs on a regional and municipal level. Mission Driven with Problem Solving Abilities to lead projects through conceptualization to implementation. Organizational skills in a team environment including coalition building, leading research and interpreting data. Knowledge of Microsoft Office 2010 suite and familiarity with ArcInfo 10 (or similar platform) with the ability to continue training in GIS. OTHER: In lieu of a Master’s Degree in a relevant field, a Bachelor’s Degree will be considered with the following stipulations: (1) current or pending pursuit of a Master’s Degree in Planning, Public Administration, Urban Studies or relevant field and/or (2) current or pending pursuit of AICP certification. SALARY: This Planning Director salary range is $50,000 to $52,000, depending on educational attainment, experience and qualifications with a full benefit package after ninety (90)-days.
