The Governor has proposed cuts to his February budget in many areas, with total elimination of several line items. While CCAP staff is still working on a complete analysis, we are able to share several cuts that will have an impact on counties.
Children and Youth is funded at the same level as the Governor’s February proposal, although there are funds from the American Recovery And Reinvestment Act factored into that line item which could result in a better bottom line, although further analysis is required.
HSDF is reduced by $3.5 million, or 10% from the February request. This is a greater reduction than SB 850, which did not propose cuts for HSDF.
In the original proposal issued by Rendell in February, mental health and drug and alcohol treatment had been slated for cuts. Additional cuts came today as the Mental Health base was cut by approximately $8.5 million, or 1.1 %. The Mental Retardation base was reduced from the February proposal by approximately 3%.
MATP is not further reduced, nor is drug and alcohol funding through the Department of Health. However, we understand that the drug and alcohol line item funded through the Medicaid program is slated for a 10% cut.
Agriculture, the Department of Community and Economic Development, elections funding, tourism, and several other lines, including west nile are reduced from the February request. Court funding which was slated for a shortfall in February has not been restored or cut further. The funding for full time district attorney also remains at zero.
