Testimony on County Based Municipal Government
CCAP Executive Director, Doug Hill testified at an August 18 hearing of the House Local Government Committee. The hearing discussed county based municipal government, including HB 2431, an amendment to the Pennsylvania Constitution reorganizing local government with a county basis. CCAP has opposed HB 2431 in its current written form but supports any public debate on the viability of Pennsylvania local governance.
