CCAP Health Alliance
The CCAP Health Alliance and the Delaware Valley Health Insurance Trust (DVHIT) have partnered to offer an alternative to the commercial health insurance market which provides Pennsylvania counties with upfront savings, enhanced benefits and long term cost stability.
- NEW! NACo Prescription Discount Card Program
The National Association of Counties through a partnership with CVS Caremark provides a FREE prescription discount card exclusively for NACo member counties to offer to their residents. The card will give discounts on prescriptions for residents who are uninsured, underinsured, seniors and pet owners in the county. The card can even be used to help inmates get discounts on prescriptions.
Counties benefit from the program by being able to offer their county residents a no-cost alternative to paying full price for prescriptions. Counties may choose an optional marketing reimbursement fee and counties may also feature their county logo or seal on the front of the card.

NACo 457 Deferred Compensation The National Association of Counties (NACo), in partnership with CCAP and Nationwide Retirement Solutions (NRS), helps ensure the financial security of county employees with a competitive Deferred Compensation Program. The NRS Deferred Compensation Program allows county employees many options for tax deferred supplemental retirement savings.
- NRS Post Employment Health Plan (PEHP)
Provided by the National Association of Counties (NACo), in partnership with CCAP and Nationwide Retirement Solutions (NRS), the PEHP program allows counties to create a tax-free trust fund for employees that can be used to pay for health-related costs after the employee retires or leaves employment.

- U.S. Communities Government Purchasing Alliance
The U.S. Communities program provides local government access to nationally solicited contracts. These contracts provide significant reductions in price and guaranteed delivery features. Counties use this service as a non-exclusive alternative for purchasing commodities and services.

- Cost Recovery/Cost Containment Services
The National Association of Counties (NACo), in partnership with CCAP and Cost Control Associates, Inc., is offering cost recovery and reduction services to include review of existing energy and telecom bills with the intent of recovering over-billing and restructuring rate plans to optimize service and cost, and source analysis services to include seeking and comparing alternate service providers and rate plans. The fees for this program are based on a percentage of cost savings over a defined time period, and there is no fee for this service if no savings are realized. County Managed Care Resource; A program to assist counties with the implementation of behavioral managed health care, HealthChoices.
- COMCARE PRO
A Reciprocal Risk Retention Group, which offers stop loss insurance for those counties implementing the behavioral managed healthcare program, HealthChoices.
- PIMCC
Prison Inmate Medical Cost Containment program, a consulting service to help counties save money on the provision of medical services (including a group drug purchasing program) for county prisons.
- PLGIT
Pennsylvania Local Government Investment Trust, a money market investment fund for counties, schools and municipalities. Also provides other investment and borrowing options.
- Tax Collectors
Surety bond program for counties to purchase bonds (as required by law) for tax collectors.
- Volunteers Accident Insurance
Coverage for county volunteers injured while volunteering for the county or county related entity. Also can cover work release inmates, alternatively sentenced inmates, nursing home volunteers and juvenile tobacco enforcement participants.
